For adoption purposes can a US expat claim residency in their last state of residence (RI) even years later?

I am a US citizen and have been living abroad for many years and no longer have active residency. Is it possible to refer to my last state of residency (in this case RI), in order to file a petition for adoption of a minor?

A: Yes you would have to since that was your last state of residency. It won't be a problem since you are a US citizen. Military personnel do this sort of thing a lot while overseas for long periods of time.

We have been struggling to find another dog that is the breed Golden Retriever or a Golden/Lab mix. We have 1 child (age 14) of our own and 1 foster child (age 13) and we have yet to find a reliable dog adoption place in our area (the dog adoption agencies
