For adoption purposes can a US expat claim residency in their last state of residence (RI) even years later?

I am a US citizen and have been living abroad for many years and no longer have active residency. Is it possible to refer to my last state of residency (in this case RI), in order to file a petition for adoption of a minor?

A: Yes you would have to since that was your last state of residency. It won't be a problem since you are a US citizen. Military personnel do this sort of thing a lot while overseas for long periods of time.
